BEIJING/SHANGHAI (Reuters) – China’s ruling Communist Party opened a key meeting on Monday that will focus on financial reforms and how to maintain growth of around seven percent and more broadly map out economic and social targets for the next five years. China cut interest rates for the sixth time in less than a year on Friday. Monetary policy easing in the world’s second-largest economy is at its most aggressive since the 2008/09 financial crisis, as growth looks set to slip to a 25-year-low this year of under 7 percent.

U.S. union, GM reach tentative agreement on labor contract
Negotiators for the United Auto Workers and General Motors Co reached a tentative agreement on undisclosed terms for a new four-year labor contract, averting a threatened strike, the union said late on Sunday night. The proposed deal will now go to a council of several hundred UAW leaders from GM’s U.S. plants meeting on Wednesday, who are expected to approve it. The contract then goes to a ratification vote of the UAW’s 52,700 workers at GM.

New York launches probe into speeds at major Internet broadband providers
The letters, which were sent on Friday to executives at Verizon Communications Inc, Cablevision Systems Corp and Time Warner Cable Inc, ask each company to provide copies of all the disclosures they have made to customers, as well as copies of any testing they may have done to study their Internet speeds. “New Yorkers deserve the Internet speeds they pay for. But, it turns out, many of us may be paying for one thing, and getting another,” New York Attorney General Eric Schneiderman said in a statement.
